Purpose of the consultancy
We are looking for a consultant or consultants a proven track record in designing and implementing communication strategies in international context to develop a communications strategy for the Ministry of Infrastructure and Sustainable Energy (MISE) of the Government of Kiribati covering all sectors under the remit of the MISE including the Water and Sanitation sector
Expected deliverables
- Communication Strategy for the South Tarawa Water Supply Project and MISE.
- Detailed Action Plan – realistic in terms of time, and affordable including a cost estimate for each action and proposed channels of communication.
- On-the-job training, coaching, and mentoring to local counterpart staff of MISE.
- A Cabinet Information paper presenting the Communication Strategy and Plan.
Skills and experience
Education:
- Master’s university degree in International Media and Communications or related field
Experience:
- Minimum of 7 years’ experience in communications and media outreach projects internationally and preferably in the Pacific.
- Demonstrated ability to effectively manage communications projects.
- Communications/event management agency experience an asset.
- Proven experience of at least five years in the design and implementation of communication campaigns, including at the national level in an international context.
- Specific experience in communication strategies for Asian Development Bank or World Bank-funded projects in the country of the project.
- Excellent knowledge of development issues, and socio-political, economic, and cultural context of Kiribati the project.
- Ability to mobilize to conduct baseline fieldwork.
- Strong writing and editing skills in English.
- Strong communication skills, including interviewing capabilities.
- Ability to research and analyze data/ content and develop public communication materials on deadline.
- Excellent writing, editing and oral communication skills in English.
